PPM stands for parts per million, which is the amount of lead that is in a tube of lipstick. Some states, like California, have a limit on the PPM of a lipstick or other products, which is set at 5ppm. However, lipsticks have been easily seen that contain a PPM of 7.0 and above.
Although the FDA states that the PPM should not have any devastating effects on an individual or the general public many states are still setting the bar to where the safety of it’s citizens lie with that of cosmetics. Today, there are no set standards as to how much lead is used in products such as lipstick so no set number is associated with that of lipstick.
